Q. Do I need a survey?

A. The import and manufacture of asbestos did not finally cease until 1999, when chrysotile (white) asbestos was banned.

Any non-domestic building built during 1999 or before should thus be inspected for asbestos containing materials (ACMs) under Control of Asbestos Regulations (CAR 2006).

This also includes the common areas of blocks of flats and also buy-to-let properties that are rented out with the owner retaining responsibility for maintenance. Click here to find out more about the law regarding asbestos.

If you plan to undertake major refurbishment (knocking through walls or ceilings for instance) or demolition, then you will need a Type 3 survey.

 

Q. I do not own my building but am I responsible for the asbestos in it?

A. If you are responsible for the upkeep and maintenance of the building and arrange for builders, plumbers, IT contractors, electricians, or other contractors to carry out tasks within it, then you are a 'duty holder' with responsibilities under Control of Asbestos Regulations (CAR 2006).

 

Q. What type of survey do I need?

A. Under some circumstances a Type 1 presumptive survey may be sufficient. However it is very limiting as any materials that could be made with asbestos content have to be listed as presumed asbestos.  This can result in large areas of a building having difficult access for maintenance contractors.

The standard survey is the Type 2 sampling survey in which the surveyor seeks to identify the location, type and condition of Asbestos Containing materials (ACMs). Because samples are taken, only products that contain asbestos are listed.

Finally, because Type 1 and Type 2 surveys are not destructive, if you plan to undertake major refurbishment (knocking through walls or ceilings for instance) or demolition, then you will need a Type 3 survey.

 

Q. What happens if asbestos is found in my building?

A. Not all asbestos is of high risk and most asbestos, if in good condition and not easily subjected to damage, can be left in place and subjected to a management regime.

Some asbestos will not be in good condition and be of a type that is easily friable (it releases fibres easily).

This may have to be removed under strict conditions by a licensed asbestos removal contractor.

 

Q. Is the asbestos in my building dangerous?

A. Most asbestos in a building will be of very low risk and provided it is properly managed and can be safely left in place.

If you have any doubt, then a qualified asbestos surveyor will be able to access the situation for you.

 

Q. What is asbestos?

A. Asbestos is a family of mineral rocks with long, thin fibrous crystals. Asbestos bearing rocks are crushed to yield raw fibres. When added to other building materials, asbestos fibres give the resulting amalgamation additional strength and heat resistance. Unfortunately, inhaling asbestos damages the lungs. It can also cause skin problems. Therefore, in most western countries its use has been banned.
